Samuel is an award-winning social entrepreneur, commentator, and strategist. He served as Special Advisor to Prime Minister Boris Johnson, overseeing Civil Society and Communities, including leading the cross-government vaccine deployment confidence programme. As the most senior black advisor in government, he played a pivotal role in shaping key policies.
With extensive senior leadership and board experience, Samuel is a Non-Executive Director at the Ovo Foundation and was a member of the Race Disparity Audit Advisory Board under former Prime Minister Theresa May. He is also the founder of Inclusive Boards, an executive headhunting firm specializing in non-executive board appointments across various sectors.
Samuel has launched and grown several initiatives to support the progression of Black and minority ethnic communities in Britain. This includes creating a student network that connected university peers with employers, growing to 30,000 members, and running a campaign that supported over 8,000 start-up businesses.
As an elected local councillor in Hertfordshire, Samuel brings valuable expertise in local and national government affairs.
